Organizing a triatlon, is organizing chaos on your public domain. Streets will be used for runners/cyclists, complete neighborhoods will be locked down, deviations are needed for traffic passing through your city.
And in the meantime, you have to make sure that nobody else is using the same public domain: no reserved parking spots for relocations, skips, infrastructure works. In order to guarantee the safety of participants, you need to have “empty streets”.
